Stanley Torres is an Asshole

A convicted felon at Toke of the Town praises Stanley for turning Saipan into a tourist destination for other convicted felons.
Legalized marijuana in a protectorate of the United States like Saipan/CNMI would, as pointed out last April by NORML's "Radical" Russ Belville, mean "some really cool new vacation spots that don't require a passport and checking through Customs."

If, like me, you're a convicted felon in the United States, you're already well aware what that means. An exotic, "foreign" vacation spot is now available to you, even though you can't get a passport! (Yes, I know: felons can get passports -- with lots of money and good lawyers. I'm a felon. I can't get a passport. Capiche?)

Rapists Running Rampant

Non-registration of sex offenders dismays federal judge

A VISITING federal judge said it was a “shocking” experience to learn that some CNMI sex offenders are not registering with the federal Sex Offenders Registry and Notification Act.

“Why are so many people not registering?” Judge David O. Carter of the Central District of California asked after a sentencing hearing last week.

Prior to the sentencing hearing of a defendant who pleaded guilty to an “ice” charge last week, Carter revoked the pretrial release of another defendant, also facing an “ice” charge, for not revealing his prior arrest for assault and battery and for being a sex offender.

“It’s a whole continuing problem I’ve seen in the last two weeks, and that is non-registration, and if the court had jurisdiction, warrants would go out immediately. There wouldn’t even be a hesitancy. The Marshals would be like a revolving door bringing people in,” Carter said.

He said what had happened in the sentencing hearing “may not be the fault of anyone.”

“But…just the absence of registration…is rather shocking,” Carter said.

On July 27, 2006, President Bush signed the Adam Walsh Child Protection and Safety Act of 2006 which included the Sexual Offender Registration and Notification Act, or SORNA, establishing a comprehensive national system for the registration of sex offenders.

CNMI Public Law 11-35 mandates the registration of sex offenders for 10 years.

“Why isn’t the [CNMI] imposing these restrictions or safeguards?” Carter asked.

He noted that “the federal court only takes in a small number of defendants, and in the last two weeks, I’ve seen this continuing problem: non-registration.”

Carter said the registration requirements “are really in the best interest of the CNMI.”

“It’s not my jurisdiction,” Carter said, adding that he is leaving the matter “to [his] able [local] colleagues.”

“They’re the ones who safeguard the citizens of this wonderful island. They have the greatest interest in making certain that people are registered,” Carter said.

He said he was concerned “because so many of these [cases] are coming through the federal court, and we’re seeing this lack of registration time and time again. I trust we’ve got very competent [local] judges who are now aware of the problem and will resolve it from this point forward. Let’s leave it at that.”

Assistant U.S. Attorney James J. Benedetto explained, in an e-mail to the Variety, that “the duration of the registration requirement depends on whether one has been convicted of a Tier 1, Tier 2 or Tier 3 offense, with Tier 1 being the least serious, and Tier 3 being the most serious. If someone has been convicted of Tier 1 crimes, then they have to register for 10 years. Tier 2 requires registration for 25 years (Tier 2 and 3 include crimes like kidnapping, child exploitation, sex trafficking of minors, child prostitution, using a child to produce child pornography, etc.).”

Benedetto added, “Further complicating things is that there are local laws requiring registration of offenders, and they have separate requirements, separate from the federal registration law.”

Former Tinian Commonwealth Utilities Corp. resident director Edward Quichocho, who was placed on probation after pleading guilty in an “ice” case, may still be subject to the registration requirements of the local law, “but we were only dealing with the requirements of the federal law,” Benedetto said.

Quichocho’s attorney Michael W. Dotts, said: “The federal statute is complicated and Judge Carter asked the parties in the morning to come back in the afternoon to address whether the statute applied to Mr. Quichocho. The consensus in the afternoon was that the statute did not apply to Mr. Quichocho so it was really a non-issue.”

This year he kidnapped and gang-raped a 16-year old girl. There are surely others. Parents, has this rapist and pedophile been near your children? It might be time to have a heart to heart talk with them.

This rapist and pedophile deserves no forgiveness. This rapist and pedophile should have his ass kicked by the fathers, brothers, uncles and cousins of the children he raped, the children whose lives and innocence he destroyed.

Since this rapist and pedophile enjoys forcing himself on children so much, he should be sent to federal prison where he can learn what it feels like to be on the receiving end of such violence.

Rape Coverup

Shut up. Be quiet. Keep your mouth closed.

How would you feel if you were raped, violated, assaulted and ravished, and the people you love the most, the people who are supposed to protect you, told you to hush up about it?

I do not believe that the girl who was raped on a Chalan Kanoa beach last May was lying when she said she was raped; I think she is lying now. I think her father is forcing her to lie to protect a rapist and the rapist is undoubtably a relative, probably an uncle or a cousin. I suspect the father values the freedom of a rapist more than the sacred innocence of his daughter.

On June 3, days after the rape occured, the Saipan Tribune reported that, "the girl was brought to the Commonwealth Health Center where it was confirmed that she had been raped."

Were the doctors wrong? Did the doctors confuse the bruising and semen as something else?

No way.

Gay marriage showdown in Saipan

SAIPAN, CNMI - A Capital Hill couple who had their 2005 Sonata stolen from in front of their house on Wednesday have caught the attention of national media. Saipan resident Paul Zak and his wife Maryjoy offered a $500 reward for information leading to the return of their missing car with “no questions asked," but their attempt to get their vehicle back has resulted in some backlash from the gay community living on Saipan. The controversy has received coverage from FOX News, the National Enquirer and Grandma Little's Weekly Cookie Recipe Email Update.

The controversy began when Zak, an anti-gay marriage activist, referred to Maryjoy in an article in the local newspaper as his "wife." The gay community on Saipan reacted with outrage to his choice of words due to the fact that Maryjoy is a man. Paul and Maryjoy Zak are legally married on Saipan and live together as husband and husband.

Leaders of the gay community on Saipan are upset with Zak because of his support of anti-gay groups. Zak donated $1300 to President George W. Bush and the Republican Party in 2004 and is closely associated with disgraced former Speaker of the United States House of Representatives Tom Delay, another closet homosexual.

"Nobody would have cared if he had referred to his husband as his wife if he hadn't made our lives more difficult," said local government employee Juan Camacho Tenorio. Tenorio is gay and has lived with his partner for 15 years, but is unmarried.

paul zakOn Friday afternoon gay rights protestors lined the street in front of Winchell's Donuts in Susupe, where Zak was eating his regular breakfast of a bagel, three donuts, a blueberry muffin, a SPAM sandwich and a Diet Coke.

"Maryjoy is not his wife; she is his husband," explained gay rights activist and protest organizer Jun Villanueva. "I'm glad that jerk had his car stolen."

"Why is he trying to keep loving couples from getting married when he himself is married to another man?" asked another protestor who asked to remain anonymous.

Polishing off his second donut inside Winchell's, Zak had to say of the protest, "Look, I'm not looking to become a poster child for the gay marriage or the anti-gay marriage movement. I just want those homos to leave me alone. And I want my car back, too."

Blackmail or Public Service?

The CNMI Chapter of the Society for Human Resource Management has invited Deanne Siemer to utilize "the power of modern teleconferencing technology" (AKA Skype) to make a presentation on "The Impact of Public Law 17-1 Rules and Regulations on Employers & Contract Workers” during their next regular meeting.

The press release for the event says, "the consequences of not following the new rules and regulations (i.e., possible imprisonment for not more than 90 days, or fine of not more than $500 or both) will be discussed and the session will conclude with a question and answer period." It then goes on to say that, "the presentation includes lunch and the cost is $20 for SHRM members and $30 for non-members."

Is this blackmail or a public service?

Indignant Mendacity Belies Indigenous Minority

The executive director of the Office of Indigenous Affairs, Ignacio DLG Demapan, says the Chamorro and Carolinian people should not be forced to become a minority in their own land, but the CIA World Factbook says that they already are. The CIA World Factbook population estimate for the Northern Mariana Islands is 48,317. The population is 56.3% Asian and 36.3% Pacific Islander.

The CIA World Factbook also reveals that the Chamorros have already dropped to the third largest ethnic group in the Northern Mariana Islands. Filipinos make up 24.4% of the population, the Chinese are 23.4%, and the Chamorros are only 22.4%.

What is going on when the Office of Indigenous Affairs is saying that the indigenous people will become a minority when they already are? Are contract workers invisible to indigenous people?
