JROTC or Saipan Police Department?

The Neighborhood Watch Task Force, a community group, is seeking assistance from high school students active in JROTC to help deter crime. Are high school students the best way to fight crime in Saipan?

I say get help where ever you can get it. I would also close down all the pawn shops. Or at least regulate them better.

No offense to high school student or teenager. Better train them to fight crime than they themselves or most of them are the "ONE COMMITTING THE CRIME" I know because I was burglarize by this age group.
